I’ve applied for a government PSU job under the OBC category. My father, a retired Indian Airforce personnel (PBOR), is currently a Group ‘C’ central government employee. His annual income crossed 6 lakhs this year, but it was below 6 lakhs last year.
My application for a Non-Creamy Layer (NCL) certificate was rejected due to my father’s income, but the DoPT order says government employees should be categorized based on their service class (A, B, C, D) for NCL.
Am I still considered Non-Creamy Layer, and what is the order number I can cite for this?

Based on the DoPT order, your father’s income exceeding ₹6 lakhs this year wouldn’t automatically disqualify you from the Non-Creamy Layer (NCL) category. As a Group ‘C’ employee, he should be categorized accordingly. You can cite the DoPT order number 36036/1/2015-Estt.(Res), dated 16th September, 2015, to support your claim.
