You have the right to receive your Transfer Certificate even if you discontinued your studies. You should first try contacting the college administration and formally request your TC, highlighting your situation and the fee payment. If they refuse, you can file a complaint with the Maharashtra State Higher Education Department or approach the consumer forum to address the matter.
