You can file a complaint with the local Municipal Corporation or Nagar Nigam under the Municipal Solid Waste Management Rules, 2016. You can also approach the Pollution Control Board and file a complaint under the Air (Prevention and Control of Pollution) Act, 1981, citing the noise and air pollution caused by their businesses. Finally, you can consult a lawyer to explore options like filing a civil suit for nuisance.
