I was a student at a government engineering college in Thrissur, Kerala. I applied for a Transfer Certificate (TC) last month. All my friends received their TCs, but I haven’t. The college claims my application is missing and I need to reapply. Could Consumer Court help? Can I use Section 80 of the CPC for this? How can I get my TC quickly?

Indian law does not explicitly mandate a timeframe for issuing TCs, but colleges are expected to act reasonably and without undue delay. Since your application is missing, you could approach the college again and request a copy of your application or a proof of its receipt. You can also seek help from the college’s grievance redressal committee. While the Consumer Court may not be the appropriate forum for this issue, you can explore other legal avenues like a writ petition in the High Court if the college continues to delay or deny your TC.
