I filed a police complaint about my stolen phone at the station yesterday. When I went back today to get a copy, they said they couldn’t find it. Is this normal? What legal options do I have if they’ve lost my complaint?

It is not normal for a police station to lose a complaint. You can file a complaint with the senior police officer or the superintendent of police alleging negligence and demand a copy of the original complaint. You can also approach the higher authorities or file a writ petition in the High Court if your complaint is not addressed.
