The Central Administrative Tribunal (CAT) has the power to punish contempt of its orders. There is no fixed limit on the cost that can be awarded, but it must be reasonable and proportionate to the contempt. While deciding contempt, the Bench cannot go beyond the original application and decide the petition on merits. It can only impose penalties for contempt.
