As a Junior Engineer (JE) in the Border Roads Organisation (BRO), I joined with the Diploma in Civil Engineering (DCE). I’ve since become an Associate Member of the Institution of Engineers (AMIE), qualified the GATE exam, and completed an M.Tech degree while serving. However, I’m facing a frustrating situation: despite my qualifications and experience, I’m not allowed to apply for jobs outside the BRO, citing a shortage of JEs. My requests for a No Objection Certificate (NOC) to apply for Group A jobs in other government departments since 2002 have also been denied. In fact, a complete ban on outside job applications was imposed.
I filed a case in the Delhi High Court in 2015 seeking an NOC for a Scientist post at DRDO, and yesterday I received a favorable order. Given this situation, is it possible for me to seek compensation from BRO for the losses I’ve incurred due to their policies? My office headquarters are in New Delhi. Please advise on my options.
