He provided blank company cheques and a signed affidavit stating his willingness to repay. However, he subsequently stopped the cheques and disappeared.

Based on Indian law, the friend’s refusal to repay the loan and subsequent dishonoring of the cheques constitute a breach of contract. You can file a civil suit against him for recovery of the loan amount, presenting the signed affidavit and blank cheques as evidence.
