My fitness for promotion has been marked as “FIT” for the past five years. However, a new promotion benchmark was introduced in December 2015, requiring a minimum “Very Good” grade in the last five years’ annual confidential reports. Why am I being denied promotion despite meeting all other requirements and having consistently performed well?
