Since your fiancé is on a tourist visa, getting married in India would be legally invalid. You can get married in Bangladesh as per their laws, then apply for a spousal visa for her to join you in India. For Indian citizenship, she needs to apply for an OCI (Overseas Citizen of India) card first, then after 11 years, she can apply for Indian citizenship.
