Since the impugned order has been passed by the 3 rd respondent, who is not an authority under Article 12 of the Constitution, the writ petition is not maintainable. However, the petitioner is permitted to file a revision under Section 153 of the Tamil Nadu Cooperative Societies Act before the appropriate authority against the impugned order within a period of four weeks from the date of receipt of a copy of this order. As and when the same is filed by the petitioner within the time granted by this Court, the same shall be disposed of on merits and in accordance with law without rejecting the same on the ground of delay or limitation.
